He is the Root of Roots and the Foundation of Foundations, while the Builder of the Foundation of Foundations is the Meaning, the Exalted. The bedrock of foundations is Muhammad, majestic is his glory, and he is pre-existent and eternal, originating from a pre-existent, eternal Source.

And the statement of al-Khasibi, may God be pleased with him:

Oh, by God! Oh, by God!

The souls of a company of custodian

Whose views aligned collectively

So they flew like the flight of affectionate birds

Toward a nest built for them

By their Father, the Builder of Cities.

The "Builder" is the Meaning, majestic is his glory, and the "Cities" that He built are the personages of the Mim [Muhammad], majestic is his glory.
