It means [sacrificing] towards the direction of the Qibla. Its inner meaning is the drinking of the Secret (al-Sar), the Suspension (al-Ta'liq), and the Hearing (al-Sama') according to the correct order; thus, it is lawful (Halal).
"And [it is forbidden] that you seek decision through divining arrows (al-azlam); that is grave disobedience":
This refers to swearing and taking oaths by idols; it is forbidden for the believers.
These are the prohibitions that have been distanced by their disbelief and have despaired of faith, while the perfection of religion for the believers has been established. This is according to His saying, Exalted be He: “This day those who disbelieve have despaired of [defeating] your religion; so fear them not, but fear Me. This day I have perfected for you your religion and completed My favor upon you and have approved for you Islam as religion. But whoever is forced by severe hunger with no inclination to sin—then indeed, Allah is Forgiving and Merciful.” (Al-Ma'idah 3).
The "necessity" (al-idtirar) here means that if one cannot find witnesses during the state of Suspension (al-Ta'liq), it is permissible for him to perform the Suspension and its Hearing in that town, even if it is a day's journey away, for indeed Allah is Forgiving Merciful.
