What is intended by the words of Allah is the Inward of the laws, not their Outward. This is because the inward laws have no replacement for their words or their letters, which are the manifestations of the Meaning (Ma'nawi), the Name (Ismi), and the Gate (Babi), and other luminous ranks of heaven and earth, and their true inward sciences about which the Exalted informed by His saying: {And give good tidings to those who believe and do righteous deeds that they will have gardens under which rivers flow. Whenever they are provided with a provision of fruit therefrom, they will say, "This is what we were provided with before." And they are given things in resemblance. And they will have therein purified spouses, and they will abide therein eternally} (Al-Baqarah 25).
This indicates the lack of change because the Inward has no change or alteration ever, according to our Sheikh's saying in his poem:
And every religion other than this shall perish, and the darkness shall dissipate so there is no darkness.
As for the outward laws, the prophets changed them completely and abolished them thoroughly. No prophet among them left an outward law of a prophet before him except that he changed it entirely.
As for the saying of the Lord Christ in the sixth chapter of the Gospel of Matthew: "Do not think that I have come to abolish the Law or the Prophets; I have not come to abolish but to fulfill.
