The commands and prohibitions fall upon the praised, the condemned, and the neglected
It means that the Exalted did not intend for them except the good that delivers and elevates them, which is His worship and His Gnosis, and everything that is done for the sake of Allah in terms of knowledge and action.
This indicates to the sensible scholar that the Exalted only forbids His servants from that which harms them and only commands them with that which benefits them—and He is the Independent [Ghani] from the worlds.
Know also that these commands and prohibitions falling upon the Praised, the Blamed, and the Ignored; the Forbidden, the Permitted, and the Ignored; and the Obligatory, the Traditional, and the Ignored are divided into many categories: some are Verbal [Qawliyya], some are Action-based [Fi’liyya], some are Volitional [Iradiyya], some are Creedal [I’tiqadiyya], some are Exemplary [Mithaliyya], and some are Meaning-based [Ma’nawiyya], and other than that.
Know that they are of different types and weights—verbal, action-based, and creedal—because among them:
There are those whose use is permitted for Physical Need [Haja Jasmaniyya].
There are those whose use is permitted for Spiritual Need [Haja Ruhiyya].
