Regarding this, it was narrated from the Commander of the Believers (to him is submission) that he said: "Allah (Blessed and Exalted is He) revealed to the Prophet Shuaib: 'I shall punish forty thousand of the wicked among your people, and sixty thousand of the best among them.'"

Shuaib said: "O Lord! These are the wicked, I understand their punishment; but what is the matter with the good ones?"

He said: "Because they did not forbid the people of sin, nor did they become angry for My sake."
