Another aspect: Bringing them out outwardly is for eight groups, whom Allah named in His book by His saying: {Indeed, charities are for the poor and the needy and those who collect them and those whose hearts are to be reconciled and for freeing slaves and for those in debt and for the cause of Allah and for the traveler—an obligation from Allah. And Allah is Knowing and Wise} (At-Tawbah 60).
The mandated amount to be brought out is five dirhams for every two hundred dirhams, and a person may transfer whatever he wishes, even up to preferring others over themselves though they may be in poverty. That is the ruling of the Outward. As for its Inward ruling, the realities of those upon whom it is spent, and the method of bringing it out: know that Inward Zakat among the People of the Batin is the knowledge of the Noblest Gate. Its mandate of five dirhams from every two hundred each year is an allusion to his manifestation in the Hashemite Dome through five persons: three "Safqat" [Contacts], a "Natiq" [Speaker], and a "Mu'ahhil" [Qualifier]. They are Salsal, Dahya, Umm Salama, Safina, and Rashid.
