He is incapable of deep jurisprudence [Tafaqquh] in the religion and is in need of the "Reached Scholars" [Al-Ulama al-Balighun]. His knowledge and faith are literal, so he is among those for whom half a Zakat is permissible, according to the extent of his knowledge, gnosis, and understanding.
As for the third class, for whom Zakat is not permissible:
He is the one who claims knowledge but has no Gnosis [Ma'rifa] of the inward or the outward at all. He does not know what is for him or what is against him. He is eternally in need of the Science of Monotheism [Tawhid] of comprehension [Diraya], devoid of narration [Riwaya]. For such a one, Zakat is not permissible unless he is poor in terms of the world, compelled toward the Inward Science [Batin], and longing for the Science of Monotheism [Tawhid]. In that case, charity [Sadaqa] is permissible for him, but Zakat is not.
As for charity, it is for the weak among the believers and the poor among the monotheists. A believer is not permitted to enjoy any of the good things without his brothers, for they are the Imams of guidance, and through them the world was guided. Inward Zakat has inward people for whom the vow [Nadhar], the sacrifice [Qurban], and the Zakat of wealth are permissible—that through which the servant draws near to his Master.
