Who is permitted the entire Zakat, who is permitted half of a Zakat, who is not permitted

Zakat and who is permitted charity

He also said: "Indeed, the scholar is like a sheep from which inward sciences flow, just as milk flows from a sheep, by which he inhabits ruined hearts1." For just as milk flows from a sheep and is used to make many types of food, so too do the inward sciences flow from the scholar, mending corrupt hearts. For when knowledge is manifest, corrupt hearts are set right through it. This is the Zakat of the Perfect Scholar: bestowing his knowledge upon his brothers, revealing its meanings, and contemplating it. As for the Zakat of the outward, it is mandated for both the elite [Khass] and the general public ['Amm], yet it has people of specific distinction. I asked: "Who are its people, O my Master?"

The Scholar said: "The Zakat of wealth is only permissible for the 'Reached Scholars' [Al-Ulama al-Balighun]—the people of faith and the stations of concealment [Mawatin al-Kitman]."
