This is because disclosure to the disbelievers is never permissible, and likewise, the concealment of secrets from the believers is never permissible, as the Exalted said:

{And do not be loud with your prayer nor be silent with it} (Al-Isra 110).

That is: do not be loud with it to the disbelievers and do not hide it from the believers. Therefore, He (the Exalted) made His address through the names of these worldly outward forms so that He might disclose to us the sufficient disclosure and veil what He intended through them—the knowledge of the Persons and the Inward Gnosis. Thus, He has disclosed to the affirming respondents and plotted (makara) against the plotting deniers. Likewise is the speech of the People of the House and others from the worlds of light, for it proceeds in this manner, as will come, if Allah (the Exalted) wills.
