For it is not permissible for us to follow the reports concerning the establishment of the Outward (Zahir) while simultaneously citing the reports that reject, condemn, or forbid it—nor should we condemn those who adhere to and believe in it. This is due to the saying of The Scholar—peace be from him:
'Whoever recognizes the Truth from one aspect and denies it from another has ignored more than he has learned.'
I did not provide these reports regarding the establishment of the Outward except so the seeker may know that it is not permissible to neglect the Outward entirely. Had it been permissible to neglect it entirely, the Successors and Prophets would not have manifested it or commanded its establishment. Due to the intensity of its obligation, Allah the Almighty did not accept from the believers the establishment of the Inward (Batin) except alongside the establishment of the Outward—though not for the sake of [literal] religious adherence or belief in it.
For this reason, and others like it, some of our brothers among the People of Diligence (Ahl al-Ijtihad)—those possessing both knowledge and action—constructed mosques and minarets to establish the Outward Law. Some of our brothers in this current age have mistakenly thought that their ancestors believed in and adhered to this Outward [as the final truth].
