which is an elevation in Monotheism (Al-Tawhid) until he becomes a possessor of wealth and the capability to pay the right obligated upon him to its [rightful] people—which is the imparting of Inward Knowledge to those who deserve it—according to the Almighty's saying:
{Tell those who have believed to forgive those who do not expect the days of Allah} (Al-Jathiyah: 14).
So, the intent of {those who have believed} is those who have attained maturity in Monotheism (Al-Tawhid). And {those who do not expect the days of Allah} are those who have not reached Monotheism (Al-Tawhid) or have not reached the knowledge of the Days of Allah, and these are the manifestations referred to by the Almighty's saying: {Every day He is bringing about a matter} (Ar-Rahman: 29).
The intent of "forgiveness" is pardoning them and being gentle with them in religious dealings—in both knowledge and practice—according to the saying of Lord Salman to Al-Miqdad (peace be upon them both): "Be gentle with your brother, for he cannot bear what you have borne, and he has not reached what you have reached."
