Among what also indicates the rejection of establishing the Outward (Zahir) in private and among the believers, and the obligation of establishing it [only] with its [the Outward's] people, is what Muhammad ibn al-Amir Mu‘izz al-Dawla mentioned in the thirteenth chapter of Al-Risala al-Misriyya (The Egyptian Epistle), saying:

It was narrated that the Celestial World (Al-‘Alam al-‘Alawi) asked the Lord—Mighty and Majestic—to lighten for their human brethren the "shackles, burdens, and the fever of diseases"1. He [the Lord] said:

"I have lightened that for them and mandated upon them the rights of their brethren. They must offer them support (Muwasaat), even if they do not equal them [in rank]; they must feed their hungry, clothe their naked, maintain ties with their poor, aid their oppressed, and help their weak. This is part of what was mandated upon them regarding the rights of their brethren. You must show compassion and tenderness toward them. Let each of you be as 'The Knower' (Al-‘Alim)—peace be from him—said: 'Whoever asks of us, we give to him; and whoever does not ask, we initiate [the giving] to him.' So, he who has no Outward (Zahir) to establish [among the public], and no support (Muwasaat) for his brethren [in private]—to what does he cling?
