Among what indicates that these various outward religious laws (Al-Shara'i' al-Zahira) were not mandated by the Almighty except upon the people of obstinate rejection and denial, is the saying of the Almighty in Surah Al-A'raf
{But those who wronged among them changed [it] to a statement other than that which had been said to them} (Al-A'raf: 162).
The Words of Allah are the Esoteric (Al-Barin), The words... The chapters (Surahs)... The idol.....
Verily, the words of God are the Inward (Al-Batin) which does not change; as for the outward aspects of the shifting religious laws (Shara'i'), they are the words of those who wronged, according to the saying of the Almighty:
{No change can there be in the words of Allah} (Yunus: 64).
And this changing (Tabdil) is not permissible for the believers to believe in its outward aspect at all, because He—the Almighty—assigned it to the disbelievers only, by His—Glory be to Him—saying: {But those who wronged among them changed [it] to a statement other than that which had been said to them} (Al-A'raf: 162); He did not say: "And those who believed changed [it]."
