"We have made known to you that he established an exoteric (Zahir) aspect which he made a guide to the esoteric (Batin); for had he not done so, neither the exoteric nor the esoteric would have been known."

Indeed, He Almighty informed us of the reality of His intent through His Ruse (Makr) and His Concealment (Talbis) upon them in Surat al-Hajj, saying:

{And We did not send before you any messenger or prophet except that when he desired, Satan cast into his desire. But God abrogates what Satan casts; then God strengthens His verses. And God is Knowing and Wise. That He may make what Satan casts a trial for those in whose hearts is disease and those whose hearts are hardened... (up to His saying: ) ... And so those who were given knowledge may know that it is the truth from your Lord and [thereby] believe in it, and their hearts humbly submit to it.} (Al-Hajj: 52–54).

This indicates that the words of Ruse and Concealment which the Luminous Worlds (Awalim al-Nur) manifested would never have been uttered at all were it not for Satan and his party. This is because the ruse and concealment were directed only at the disbelievers, and the Luminous Worlds manifested that solely for the instruction and discipline of the believers.
