And His saying: "as guidance" means "the commander of bees," for through his knowledge creation was guided.

And His saying: "for people" means "the Shi'a," because "the people" in this context refers to the Shi'a, and what is other than that are similarities. This is because "people" is used for both praise and blame in different contexts, due to His saying, may He be glorified and exalted:

{"O mankind, a metaphor is presented, so listen to it. Indeed, those you call upon besides God will never create a fly, even if they gathered for it."} ¹

And similar examples. So the ones being blamed are those who doubt the knowledge of God Almighty, who narrate what they do not comprehend and do not know.
