They mentioned that they had established a Register of Physicians, Astrologers, and Scholars, and placed therein sages who teach knowledge to whoever seeks it. If a man learned the craft of medicine, his knowledge became complete, and his science grew strong and was verified, his name was recorded in the Register of Physicians. He was granted what sustains him and appointed for the service of the people, ordered not to take compensation for his service. Likewise for the astrologers and all other students; their affairs proceeded thus.
