He says: Then Ibn Sinan said: 'My Master and Lord said: "Verily, God is Inward and cannot be perceived, and Outward but cannot be [fully] comprehended by intellect. The Outward manifestation of God is the Successors (al-Awsiya’)."'
By this statement, he intended that the Ultimate Goal is the Visual Form—the only means through which God manifests and the only source from which He speaks. It is that which is manifest in the heavens and the earth... up to his saying: 'The Divinity (al-Lahut) is the Meaning manifest through the Goal—the Pre-eternal and Primordial.'
By "The Goal," he means the Visual Form, which in absolute reality is not a [mere] form, but rather the "Shaper of all Forms" (Musawwirat al-Suwar). It is the Goal of all Goals and the Finality of all Finalities... up to his saying: 'As for the statement of Ibn Sinan: "He manifested through the Goal and spoke through the Meaningness (al-Ma’nawiyya)."'
Meaning: He manifested, and they saw Him as a form like themselves; yet He displayed the Power (al-Qadr). Thus, the Divinity resides within it [the Form], and it is the Goal; it is the Visual Form, the Goal of every Goal.
