And his saying: "In the Eternal, Pre-eternal Oneness".
To indicate that He is more ancient than Nature from which compounds appear.
And his saying: "Perceived by ocular vision", he intended by it the Manifestation. And the Eternal is not perceived by the originated; and he has described Him with Eternity and singled Him out from origination.
And his saying that He "is perceived by ocular vision" means by it the Manifestation which is the proof of Existence. So look at this speech which is divergent in wording but agreeing in meaning.
Then he said: "Indeed, if Allah wills to transfer (yantaqil), the Will is originated; and the Essence only transfers by the Attribute in the Place, and He is transferring by the Attribute."
Interpretation of that:
His saying: "If He wills to transfer, the Will is originated", meaning if He wills to manifest, the Manifestation is originated, while the Will of the Maker is Eternal.
And it is in capability and act, and is not like the will of created beings that appears to them state after state. And regarding the Eternal, merely by His Will, things occur.
